Two motions regarding the challenges in implementing the one-euro meals program and differentiated fees were passed unanimously by the CUFR ALLSH:

Motion regarding the difficulties in implementing the one-euro meals:
The ALLSH UFR Council, meeting on September 24, 2026, expresses its deepest concerns regarding the implementation of the law enacted on February 19, 2026, which extends the €1 meal program to all students.

The UFR ALLSH has more than 15,000 students and some 800 administrative and teaching staff who have access to four dining facilities: a university dining hall located at the Faculty of Law and Political Science, a cafeteria on Place des Humanités, the university dining halls at Fenouillères, and the one at Les Gazelles.
We are delighted by the provision to extend the €1 meal option to all students. However, given the overall student population, it is clear that the facilities and service conditions for dining are inadequate. 

We would like to bring the following issues to your attention:

  • excessively long wait times at dining facilities, which may discourage students from eating, shorten their breaks, or cause them to abandon their meal trays, resulting in wasted food, 
  • a lack of shelter in case of inclement weather,
  • delays in restocking hot and cold food stations,
  • inadequate CROUS staffing levels relative to the number of students to be served, leading to deteriorating working conditions for CROUS staff.

In light of these difficulties, we request that urgent measures be taken to:

  • to determine the number of students who were unable to access a meal to deploy additional staff to CROUS dining services,
  • develop sustainable solutions to improve access to dining services,
  • facilitate the implementation of alternative solutions through other meal sales or distribution formats (click-and-collect, etc.) on campuses.

International Relations: Motion on Differentiated Rights:
The ALLSH Faculty Council, meeting in plenary session on May 21, 2026, wished to express its strongest opposition to Decree 2026-385 of May 19, 2026, as well as to the implementation of the “Choose France for Higher Education.” 
As the new academic year begins, our opposition to the spirit and letter of the decree remains unwavering; it is part of a broad movement—political, civic, and union-led—that deplores its harmful effects. 
Although it is not yet possible to fully assess the consequences of these provisions on the number of non-EU students in our department in the absence of finalized figures, we have nevertheless observed at the start of this academic year that the implementation of the decree within our faculty has caused deep distress among non-EU students subject to differentiated tuition fees. 
In order to address the most concerning situations—and while acknowledging the actions already taken, particularly by the governance of Aix-Marseille University and the City of Marseille— the UFR Council, meeting in plenary session on September 24, 2026, wishes to draw attention to a series of measures likely to prevent a proliferation of critical cases. They request:

  •  partial and immediate exemption for students whose applications were accepted prior to the publication of the decree, pursuant to Article 10 of the Board of Trustees’ resolution dated September 24, 2024, which pertains to cases of “force majeure,”
  • a modification of the terms for partial exemption to expand the number of beneficiaries,
  • the disclosure of the criteria developed by the exemption committee that will rule on individual cases, giving priority to socioeconomic criteria,
  • authorizing a sufficient payment period to allow students to raise the amount required of them at the time of registration,
  • authorizing payment of enrollment fees in three installments.
