For whom?
Permanent and contractual civil servants from all three levels of the civil service.
Professional training leave (congé de formation professionnelle - CFP) is granted for a maximum of 3 years over an entire career, enabling civil servants to undertake professional or personal training.
The first year of professional training leave entitles employees to a flat-rate monthly allowance. The terms and conditions governing the reimbursement of training costs should be discussed with your human resources advisor.
The civil servant must have completed at least 3 years or the equivalent of 3 years' actual service in the administration (including as a trainee).
During your training period, you will receive a fixed monthly allowance equal to 85% of your gross salary and residence allowance (depending on your index).
This allowance is paid for a maximum of 12 months for your entire career, provided that the training is given for at least two years. This period is extended to 24 months for hospital civil servants.
Procedure:
You must submit your request for training leave at least 120 days before the start date of your training course. This request must specify the date, the nature of the training, its duration and the name of the organization providing it.
Your department head must inform you of his or her agreement, or the reasons for rejecting or postponing your request, within 30 days of receiving your application.
You need to do this in two stages: first apply to your human resources department for an administrative leave of absence, and then apply to a regional delegation of the Association nationale pour la formation permanente des personnels hospitaliers (ANFH) for financial support.
Duty of attendance :
At the end of each month, the employee must submit a certificate of attendance to the administration. In the event of absence without valid reason, the vocational training leave is terminated and the agent is required to reimburse any allowances received.
At the end of the training period, the agent undertakes to remain in the service of one of the administrations (State, hospital or local) for a period equal to three times the period during which he/she received the fixed monthly allowance and, in the event of breach of the undertaking, to reimburse the amount of this allowance in proportion to the period of service not completed.
The agent's administration may waive this obligation to serve (e.g., when the vocational training leave is intended for retraining purposes).

and request a quote from the SFC continuing education department
- At the same time, apply to your employer for a CFP (at least 4 months before the start date of your course).
- If your employer accepts the CFP, send the following to the SFC:
- A purchase order from your employer, or a written agreement specifying the following details (surname, first name, training title, amount of costs covered and invoicing terms).
